A Dream Deferred: A Video Look at DACA Students at WSU

The purpose of this video was to explore how deferred action has impacted undocumented students at WSU and what DACA means for them going forward. Essentially, I wanted to capture pieces of their personal stories, but I hoped to retain focus on the changing world of immigration policies. By incorporating news footage with interviews and footage of these students at work, I hoped to show the importance of immigration reform. This topic has great relevancy and impact in our community and country, two of the main reasons why I chose it. Overall, the video allowed me to capture the humanity behind the faces of those embattled in our country’s immigration system.

The Washington State Equal Access Coalition for HB 1079 Students met at WSU Vancouver to provide training on ongoing higher education reform laws and best practices for working with undocumented students. The Coalition routinely travels across the state training university staff on how to help undocumented students through the higher education process. Laws such as HB 1079, which provides in-state tuition rates to eligible undocumented students, and President Obama’s Deferred Action for Childhood Arrivals all were focused on at the training. This video takes a look at that event.

“I’m all out of the large coffee mugs,” she says, her apologetic tone and half-grimacing expression clearly conveying the seriousness of the situation.

Jair Juarez seems unfazed at the sudden shortage of drinking ware. He’s used to having things different.

“I could give you a to-go cup,” she offers, holding up a white, cardboard coffee cup, complete with paper java jacket sleeve. “Or,” she gestures to a glass more fit for iced tea than a hot mocha, “I can put the coffee in a normal drinking glass.”

Juarez smiles and points to the white cup. “That one will work fine, thanks.”

The barista fills the cup to the line before capping it off with a plastic top. Juarez sets it down next to my ceramic mug, brimming to the top with milky brown froth.

He shrugs off the incident. The replacement cup will have to do. After all, he’s used to working a little harder for the things most people take for granted. He took the bus for four years, doesn’t own a cell phone and rarely watches TV.

Yet, no matter the cardboard cup or difficulty handed to Juarez, he makes it work. In fact, Juarez does better than make it work—he makes it a success. He graduated magna cum laude from Washington State University Vancouver last spring, even though 90 percent of students in his situation do not graduate from college.

He defied the odds.

Juarez came here with his family from Mexico City when he was two years old. He has since been called “illegal,” “alien,” “undocumented” and “1079.” He’s been asked to “show his papers” and has been told he should “self-deport.” He has listened to others demand he go back to his own country, even though this is the only country he has known. He’s been deemed ineligible for college loans and grants offered to other students, despite spending thirteen years in the same state-funded school system. Now, with graduation behind him, he is no more a legalized citizen than he was twenty years ago.

Yet, Jair Juarez is still here, and he is ready to defy the odds once again.

GROWING UP UNDOCUMENTED
Juarez walks to the back of the café, cup in hand, choosing a seat nestled into a corner alongside a music-strewing loudspeaker. The wails of Aretha Franklin demanding “Respect” reverberate throughout the room, enveloping the cozy Centralia café’s seating area in a wave of stereophonic sound.

The café is a twenty-minute drive from Rochester, and although born in Mexico City, Juarez considers Rochester his hometown. Grinning, he jokingly refers to the town as home to white people, old people and Mexicans. As a child, though, Juarez noticed little difference between his life and that of his white counterparts.

“When I was little, my mom used to get up early and work milking cows. She got paid barely minimum wage, but I remember, as a small child, hearing about the farm owner and thinking, ‘Oh he’s a good person for letting her work there,’” recalls Juarez. “But now, I of course realize he hired her because he could keep her at low wages and she could do nothing about it.”

Moments like this underscore Juarez’s early awareness of his undocumented status—a gradual process of childhood perceptions seeping into reality-focused adulthood. When asked if he remembers a specific moment of realization or understanding, he picks at the cardboard sleeve around his cup, struggling to find the correct words.

“It happened over time,” he finally says. “I knew that I was, but I didn’t truly know what it meant until I was 16.”

That year, Juarez explored the state’s Running Start education program. He never enrolled in the program and missed out on two years of state-funded college after mistakenly believing he needed a social security number. An incident he now refers to as a “missed opportunity,” he credits it to a lack of information.

A visit his senior year from the Latinos Unidos club at Centralia Community College further encouraged him to make college education a reality. The workshop exposed him to House Bill 1079, a guarantee of an in-state tuition rate for Juarez. Equally important, he received an unsettling yet necessary piece of advice: he needed to “come out” to his high school counselor.

“When I sat down at her office, it was so hard to get those words out. To say to her, ‘I am undocumented.’ She’d been my advisor for years, but I honestly thought she would have me deported,” says Juarez, with a nervous chuckle. “But I knew I had to do it. I didn’t have the information I needed to get to college.”

Much to Juarez’s relief, his high school counselor did not deport him.

He’s still here—sitting in this coffeehouse spinning his half-empty cardboard coffee cup between his hands while, fittingly enough, Diana Ross repeatedly belts out “Ain’t No Mountain High Enough.” His high school counselor did offer him a list of scholarships to apply for, which Juarez completed five minutes before the office closed on the deadline date. Two months later, a letter arrived announcing he’d won a scholarship.

“Man, I remember when I opened the award letter and saw it was $900. I literally ran all around my house waving the letter,” he says, chuckling and shaking his head but proudly smiling all the same. “It was only $900, but for me that was everything. It was a defining moment—I realized I could do this.”

The $900 paid less than one-third of his first year tuition at Centralia Community College. With Juarez unable to obtain legal employment, his parents covered the remaining tuition costs. His dream of a college education, which had taken root his junior year, had found the support and nourishment it needed to grow.

FINDING HIS PASSION
Juarez has a great sense of humor.

During his sophomore year of college, Governor Gregoire recognized Juarez and his fellow All-Washington Academic Team members at a ceremony on the Puget Sound, shaking their hands and bestowing the prestigious awards upon them. Without a doubt, it’s a memorable moment for Juarez.

“I had a mustache back then. So, I have a picture of me, the Governor, and my mustache,” he says, letting his gregarious humor get the best of him as he reflects on the prestigious ceremony. “If I didn’t have that mustache, I would be so proud of that picture—I’d make it my profile picture on Facebook. But that damn mustache!”

For much of the conversation, Juarez has accented his stories with humorous quips and tales of gratitude. Like the songs playing in the café, his life remains rich in lyrical moments of tragedy, triumph and warmth.

There was the gorgeous girl from Nepal who inspired him to join the International Club, only to break his heart when she left a quarter later.

He remembers this with a laugh.

There were his summers volunteering as a junior counselor at La Cima Leadership Camp, where he served as a mentor for Latino high school students, many of who were undocumented and some from abusive households.

“It showed me how blessed I am,” he comments.

There was his final quarter of community college when he sustained himself on a diet of cafeteria food and maintained a 3.87 grade point average.

“Cheeseburger heart attacks off the cafeteria dollar menu,” he jokes.

The two years at community college had taught him how to be a student. He had forged connections and created his own path of opportunities. Yet, when it came time to transfer to a four-year university, the difficulties of his undocumented status quickly pushed back against him.

“I was shot down repeatedly from multiple state universities. I sent out lengthy emails about my situation and got back emails that simply said, ‘Here’s a link to a website you can take a look at’ or ‘Going to school here would most likely not work for you.’  Bottom line, it’s probably not going to happen—the challenges are too great.”

The usually optimistic Juarez now felt an oppressive weight holding him down, consuming his thoughts and ambitions.

Defying him to hold them back any longer, his emotions burst to the surface at the Students of Color conference in Yakima. Through Latinos Unidos, Juarez had organized a group of students to participate in the conference, and he volunteered to speak at a workshop supporting undocumented students.

“I envisioned myself delivering this well-articulated speech, but, as soon as I started speaking, all I could do was cry. The reality of me being unable to transfer—of reaching out for support and getting shut down—came flooding in. It was overwhelming; I couldn’t put the emotion aside,” says Juarez. “I couldn’t even see the audience past the tears in my eyes. All I remember saying is, ‘Two weeks ago I met the governor of Washington State, and I don’t know if I can go to college next year.’”

After the workshop, students who had faced similar challenges came up to Juarez and thanked him for speaking. When Juarez tried to apologize for his breakdown, the workshop presenter offered words of solace saying, “Don’t be embarrassed. Sometimes tears are more powerful than words.”

Back in the café, Andy Williams has finished serenading us with “I Can’t Take My Eyes Off of You” and the loudspeaker has gone quiet.

There are no tears in Juarez’s eyes now—only a smile on his face.

REALIZING THE DREAM
Jair Juarez’s story could have ended in tears in Yakima. Instead, he sits on a sunken sofa in this Centralia coffee shop, an empty cardboard coffee cup in his hand and a bachelor’s degree in sociology hanging on his bedroom wall 20 minutes away.

While Juarez’s college prospects seemed bleak, in May of 2010, just as two more years of school seemed more unlikely, he received a letter in the mail. Not an award letter for $900, but a notification for $6000 to WSU Vancouver.

He had found a way. The momentum was back.

Unable to afford Vancouver housing expenses, he carpooled with two other Centralia Community College graduates, both seniors at WSU Vancouver.

Although the 90-mile drive and 12-hour class days left little time for extracurricular involvement, Juarez volunteered with the Student Diversity office. Through the office, he learned of the student affairs diversity internship, a position that seemed tailor-made for Juarez. If hired, Juarez would receive a full tuition waiver and could continue his work within the Latino community.

“I remember being super nervous for the interview,” says Juarez. “It went well, though, because I didn’t place a ‘do or die’ mentality on it. I told myself that, if it didn’t work out, other opportunities would come along.”

He got the job.

Even now, sitting in the coffee shop, the pride and happiness of landing the position shows on Juarez’s face. The loop of music has kicked back on, and Frank Sinatra croons “Come Fly With Me” as Juarez discusses the opportunities provided to him by the internship.

While La Cima gave Juarez his passion and direction, the internship would become his outlet for creating a positive impact in the lives of others. Through the internship, Juarez went on to create La Semilla—a workshop dedicated to encouraging Latino youths to attend college. He still continues the workshop to this day, offering it at schools across the state.

Yet, Juarez first had to find a way to take care of the expense the internship did not cover—housing. With his carpool buddies graduating, and the new internship demanding a minimum commitment of 12 hours a week, he would have to move to Vancouver.

In order to earn rent money, Juarez did what his family hoped he never would: he acquired a fake social security number.

Although common among undocumented immigrants, his family did not want him involved in the process. After a trip to Portland, a relative of Juarez’s returned with the nine-digit number and resident alien card that would allow him to work.

For the first time in our conversation, Juarez expresses true regret.

Torn-off pieces of cardboard from his empty cup clump in a shredded pile on the table. The melancholy sounds of Patsy Cline’s “Crazy” punctuate his remarks. He cringes slightly as he mentions the fake social, even as he expresses a loving appreciation at his family’s actions.

“I didn’t want to, but I felt like I had to,” he concludes.

Through friends at La Cima, Juarez explored housing options and discovered Julie Rawson. A retired teacher from Brewster High School in Eastern Washington, Rawson had previously lent spare rooms to international students and young women escaping violence. After several months of periodic phone conversations, Rawson invited Juarez to stay with her free of charge. He would cook and clean, but she refused to charge him rent.

Even now, Juarez appears aghast at her generous offer, saying, “She hadn’t even met me face-to-face yet, and for her to just open her home up like that for free—wow—it’s like family.”

With his final year of school underway, Juarez says he took early satisfaction in knowing he would accomplish what he had set out to do nearly four years prior. Yet, there still remained challenges to overcome before graduating in May.

Without a car, Juarez relied on his bike and the bus to get to school. Exposed to the unrelenting winds and rains of Southwest Washington, he rode his bike down Mill Plain Boulevard from fall to spring, rain or shine.

“Got me in shape,” he says laughing as he discusses the hour and a half bike-to-bus route he took on a daily basis. “It was cold, man. I would bundle up in my hoodie, scarf and gloves, but I quickly realized that my ‘waterproof’ jacket was not waterproof.”

His final semester, he used his internship to debut his La Semilla workshop. Thirty Covington Middle School Latino students participated in the 90-minute workshop and answered the questions of “Who am I?” “What can I do?” and “Where do I go from here?” Juarez used the workshop to plant the seed of a college education in the middle school students’ minds—the same seed that had grown in his own.

In less than three weeks, he would earn his bachelor’s. He, Jair Juarez, undocumented immigrant, would become a college graduate.

On May 12, 2012, he donned his black cap and crimson-trimmed grown and took his place on stage alongside his classmates. He had become a number again. Not the number 1079, but one of 979 students graduating from WSU Vancouver. Despite misinformation, funding worries, barriers to legal employment, a diet of dollar menu cafeteria food and fears of deportation, he had made it. He was a college graduate.

BEYOND THE DREAM
Juarez may have graduated in May, but he’s still striving towards his greater dream—pieces of which remain unfinished, remnants of a dream that began the summer before he transferred to WSU Vancouver.

That summer, Juarez boarded a plane for the first time and flew to Washington D.C. to assemble with 400 other undocumented students from across the nation. The idea: to hold a “DREAM graduation” in support of Congress’s DREAM Act. Marching through the sweltering streets of the Capitol, clothed in graduation caps and gowns, the students shouted “undocumented, unafraid” into megaphones, a collective force of shared identity and complete anonymity.

Two years after the DREAM graduation, Congress has yet to pass the DREAM Act. Juarez received his diploma but, as he tells me, many of his fellow DREAMers have yet to turn their dreams into reality.

While Juarez’s dream graduation came true, his dream goals remain a work-in-progress that he has continued with despite the naysayers.

“I was really frustrated when one admissions counselor in Seattle referred to my situation as a ‘bummer,’” remembers Juarez of his decision to apply for graduate studies in higher education. “Standing in line at McDonalds and getting the wrong sandwich is a ‘bummer’. This is not a ‘bummer;’ this is my life.”

Juarez was accepted into Loyola University Chicago, but—unable to secure the necessary funds—he would have to reapply to his dream school once he was certain he could attend.

His future will be challenging, but the recent introduction of the Deferred Action for Childhood Arrivals process has left Juarez with a new sense of hope. The program could allow him, and the still-growing pool of more than 300,000 applicants, to gain two years of temporary residency and the ability to legally obtain employment.

Two weeks after sitting down with Juarez in the cozy coffee shop in Centralia, he sends me the good news. There are no jazz musicians, crooners or 1960s doo-wop singers playing in the background now, but the news reads like a lyrical melody all the same.

The U.S. Citizenship and Immigration Services department has approved his application for deferred action. By Christmas, he will receive a work permit and a two-year temporary residency status.

It may seem a small step, but Jair Juarez is finally living his dream, and 300,000 others have readied themselves to do the same.

Deferred Action Gains Ground Despite Initial Skepticism from Latino Community

Monica Santos-Pinacho is not undocumented. Yet, the 24-year old Washington State University Vancouver student, who moved here from Oaxaca, Mexico when she was nine, vividly remembers President Obama’s announcement on June 15 that ushered in the Deferred Action for Childhood Arrivals process for undocumented immigrants seeking a path towards temporary residency.

Santos-Pinacho, a senior majoring in business, traveled to University of Washington with staff from the WSU Vancouver financial aid department for a conference focused on generating support for undocumented students. In a twist that Santos-Pinacho credits to fate, Obama announced the new process to the nation just as the room full of Latino rights activists prepared to convene.

“Everyone seemed shocked at the announcement, but quickly a new energy took over, some cried and others shouted. Then the phones began ringing and didn’t stop. I had seven missed calls in less than a minute. My phone was flooded with text messages,” said Santos-Pinacho. “The majority of contact people from across the state—people serving as resources for undocumented students—had came to that meeting, and everyone was calling us to ask whether this was something they could trust.”

Although congratulations and tears accentuated many of the phone calls, fears that the program would put undocumented immigrants at risk of deportation proliferated the conversation both at the conference and later on a national level. With President Obama seeking reelection, skepticism as to whether the process would last into the next presidential term seemed inevitable.

“If this proves successful and the American public, for the most part, is supportive, it could help break the logjam,” predicted Latino Educational Achievement Project President Ricardo Sanchez during an interview conducted just weeks after the Obama administration started accepting applications. “Even if Romney is elected, I don’t believe it will be easy for him to overturn deferred action. If he tried, it would create a firestorm across the U.S. by advocates, and it would begin in Washington right here in this office.”

Although the political uncertainty surrounding the process largely ended after Obama’s reelection, other factors have generated concern from the undocumented community.

To be eligible for the temporary two-year residency, applicants must have come to the United States before the age of 16, received a high school diploma or equivalent, have not been convicted or a felony or a significant misdemeanor and be within the age range of 15 to 31. Applicants must also pay a filing fee and present documents that prove they meet the guidelines.

For some youth, the $465 filing fee and long list of required documents remain a daunting task that may ultimately deter them from applying for deferred action.

“I know of students who wanted to pursue graduate school, but it’s hard to pay for graduate school even if you have access to financial aid and can legally work,” said Bola Majekobaje, assistant director of Student Diversity for WSU Vancouver. “Now with deferred action, I think there is a pathway for students to access a work permit, but there is challenges in terms of getting the right documentation and paying to file paperwork.”

The program’s guidelines also fueled further uncertainty with concerns about the definition of a “significant misdemeanor,” confusion about what qualifies as “currently in school” and fears of information being shared with other government departments leaving some hesitant to apply.

Despite these barriers and initial skepticism, deferred action has captured the national spotlight as more applicants have taken advantage of the process.

Since the process opened to applicants on August 15, more than 300,000 have filed deferred action requests with the Department of Homeland Security. This number represents one-third of the estimated 900,000 undocumented youth eligible for the process. The number of eligible youth may be even higher, with one pew research center study estimating that as many as 1.7 million youth may benefit from deferred action.

Whether or not the number of applicants will increase with Obama’s reelection, and subsequent promises of immigration reform, remains to be seen. But, regardless of whether the reelection brings a new interest in the process, Santos-Pinacho will always have a page marked on her calendar for June 15.

“It’s one of the best days I remember,” said Santos-Pinacho. “You can never plan a moment like that. Call it fate or what you will, but, whatever it was, it was amazing.”

One Student at a Time: Changes in Hispanic Retention and Diversity Rates

Cesar Moreno always wanted to attend college. Yet, even after transferring to Washington State University Vancouver from Clark College this past August, getting to college remains only half the challenge for 23-year-old Moreno. He still must find the funds, maintain his dedication and have the social support to finish two more years of schooling.

As more students of Latino heritage like Moreno enter the higher education systems of Washington State, universities have increasingly found themselves searching for the best way to retain students of diverse backgrounds. At Washington State University, retention of minority students functions as a key component of its growing diversity ratio, and 1079 students often constitute the most difficult retention cases.

Retention data compiled by the University’s Office of Institutional Research paint a less than perfect picture for minority students. The graduation rates of WSU minority students have persistently remained 5 to 10 percent lower than that of the combined student average.

According to Nancy Youlden, Vice Chancellor of Student Affairs for WSU Vancouver, retention rates for minority students of both documented and undocumented status may hover at lower levels due to financial concerns, lack of family support and rigorous work schedules.

“As with any legal status, there are often policies—such as the inability to access federal aid or not being authorized to work—that accompany that status which may create some added stress or anxiety,” said Youlden. “This added stress or anxiety potentially can impact a students’ educational experience.”

Although WSU does not track retention data for 1079 students, they fall within the larger minority category and often within the more specific Hispanic subcategory. Of the freshman class admitted to WSU in 2005, 61.4 percent of those identifying as Hispanic graduated within six years, while 67.8 percent of those identifying as Caucasian graduated within that same timeframe.

While it remains impossible to ascertain what percentage of Hispanic students utilized HB 1079 for resident tuition purposes, the gap in graduation percentages may indicate a lower retention rate due to the lack of funding for 1079 students. Additionally, 1079 students who take one or two classes at a time, to lessen the financial burden of paying out-of-pocket for tuition, will not graduate within the same timeframe as their fellow peers taking full course loads.

Yet, even though graduation rates remain notably lower for Hispanic students, first-year freshmen retention rates for minority students have improved in recent years, rising in 2010 to match the 84 percent combined student average. This increased retention means increased levels of diversity for the university.

Bola Majekobaje, Assistant Director for Student Diversity at WSU Vancouver, points out the increase in students of color from 17.8 percent in 2011 to 18.5 percent in 2012 as a good sign but a nonetheless very gradual increase. Instead, she stresses the importance of creating programming to build on the diversity ratio and to increase retention of minority students.

“All students, including undocumented students, who are engaged on their college campus in any way have a greater chance of being retained. Out of all the aspects around retention, I think that’s what we focus on because it’s what we have greater control over,” said Majekobaje.

The Student Diversity office has developed several programs aimed at increasing retention and college awareness for documented and 1079 students alike. One such program, Noche De Familia, takes place entirely in Spanish and educates families on preparing and paying for college. The event serves as both a recruitment event for new students as well as a way for current students to stay involved and engaged.

While Majekobaje proudly touts the programming opportunities offered by Student Diversity, she also highlights the importance of students seeking involvement with other campus groups that place emphasis on community.

“Students will come to campus to interact with high school or middle school students because it feels good to give back to their community,” said Majekobaje. “In the process, they also gain valuable leadership skills and transferable public speaking skills, build their self-confidence and increase their chances of being retained.”

Whether or not such involvement increase minority retention rates may appear purely anecdotal in evidence, but Moreno acts as one success story of a student engaging with campus activities and services.

“Being involved in campus activities has enhanced my education by exposing me to the very best minds that our community has to offer. I get the privilege to interact with extraordinary students and faculty that motivate me to be the very best that I can be,” said Moreno.

Initially, Moreno had few connections on campus, but has since volunteered with Student Diversity and connected to other resources on campus. By doing so, he has increased his own chances of retainment and shown that retention truly comes down to one student at a time.

A ‘How-to Guide’ for 1079 Students Seeking Higher Ed. Funding

No loans, no grants, no aid. If every student at Washington State University faced such a daunting trifecta of financial aid challenges, midterms and finals would certainly slip down a notch on the list of college student woes.

For 1079 students attending Washington universities though, this financial challenge remains an everyday reality. With no access to traditional forms of state and federal aid, 1079 students must seek help from financial aid experts who offer “creative” routes for students to continue their education.

ROUTES TO AID
At Washington State University Vancouver, resident expert April Lappin jumps into this role to assist students. Lappin, the financial aid and scholarships manager, has spent the last eight years helping students of all backgrounds and residency statuses find financial funding to attend classes.

The funding options decrease significantly for 1079 students, but Lappin and the WSU financial aid team work with students to find scholarships and funding opportunities.

“We give them the same resources we would give other students as far as scholarships—general information about scholarships, where to find them, how to do a scholarship search, how to apply,” said Lappin. “People who don’t fully understand 1079 students are thinking, ‘There’s all these resources dedicated specifically to these students,’ but that’s not true. They actually have fewer resources than the average student.”

Lappin always underscores the importance of students getting “creative.” Although HB 1079 allows for in-state tuition rates for undocumented students, a year at WSU costs $11,386 before any fees, books and housing. This amount typically comes out-of-pocket for 1079 students. As a result, even with scholarships, most 1079 students must find inventive ways to pay for school.

“We try and get creative with students to help them know that, even if it’s a long process, there is a way to do it. Many of these students take one or two classes at a time while working multiple jobs to save money for school,” said Lappin.

One such student transferred to WSU Vancouver from Clark College after working four jobs this past summer to save for classes. He mowed lawns, worked as a mechanic and bussed tables at a local restaurant while also serving as a Spanish tutor to pay for bus fare to and from campus. Fortunately, subsequent WSU Vancouver scholarship support helped to lessen a small amount of the financial strain.

In addition to scholarships, other opportunities for aid include the Vancouver Academic Achievement Award and internship waivers. The Vancouver Academic Achievement Award grants a $4,000 annual award to high school students who apply for admission by the priority deadline, have a 3.6 GPA average and an SAT score of at least 1150. Students may also receive full or partial tuition waivers by working in campus internships. Lappin stresses the importance of students being “competitive” through community service and university involvement in order to bolster their chances of receiving such waivers and scholarships.

Such financial assistance can provide a great advantage to 1079 students who often help support their families in between working and attending classes. This initiative and hard work can go overlooked by society, but those within the university system recognize the dedication.

“You cannot talk to a student who falls into this status without being amazed by them. They’re really survivors in how they will fight for their education,” said Lappin. “They don’t have a sense of entitlement; they are hard workers. They don’t want to be given everything, not even anything extra. They just want the same as their peers.”

A HOW-TO APPROACH
For 1079 students seeking to capitalize on Lappin’s advice, they can follow this approach:

The first step for any student is to apply for admission by the priority deadline. For WSU, Jan. 31 serves as the cutoff date. Applying by this date ensures that students will meet the majority of scholarship application deadlines as well as some waiver requirements.

1079 students must also “self-disclose” by filling out an affidavit asserting their eligibility for state tuition rates under HB 1079. Only university personnel see the document, and the university destroys the affidavit after completion.

After finishing the admission process, students should begin by submitting themselves as a candidate for university scholarships. At WSU, students can complete this application process simultaneously with their admission application. This places students in the applicant pool for the system-wide scholarships.

Once students have completed the system-wide application, they should look for scholarships specific to schools. Unlike the university-wide scholarships, WSU Vancouver offers scholarships available only to WSU Vancouver students. The application is typically more involved, but the pool of applicants remains much smaller than the system-wide pool. Applications for most WSU Vancouver scholarships close in March.

Also in March, interested students should apply for internships with tuition waivers. While 1079 students remain ineligible for paid positions, tuition waivers do not require a particular residency status. Positions at WSU Vancouver with full or partial tuition waivers include Office of Student Involvement internships, a Student Diversity intern, a Student Affairs intern and the Student Ambassador program.

Throughout this process, 1079 students should utilize the Internet to search for any private scholarships not directly related to the university. Sites such as the WashBoard and the Seattle Foundation all provide a diverse array of scholarship opportunities.

Finally, students should speak to their university financial aid staff about any questions or concerns. The WSU Vancouver financial aid team hosts multiple workshops throughout the year and encourages students to talk freely about financial concerns.

Uncovering the DREAM: 2012 Political Climate Sparks Renewed Interest in Stalled Legislation

The DREAM may fade and fluctuate with each congressional session and political cycle, but the dream does not die.

An acronym for “Development, Relief, and Education for Alien Minors,” the DREAM Act has attempted to provide a path to residency and education for undocumented immigrants since the Senate first introduced the bill on Aug. 1, 2001. The bill, which has repeatedly stalled and restarted in U.S. Congress for more than a decade, has gained new prominence due to the 2012 elections and ongoing efforts in states like Washington to provide financial aid to 1079 students.

Key to this bill—and its relevancy to this blog series—is the emphasis it places on higher education.

Although the eligibility stipulations change each time Congress reintroduces the bill, the DREAM Act would offer six years of conditional permanent residency to undocumented residents of “good moral standing” who have graduated from U.S. high schools, arrived in the United States as minors and have lived in the country continuously for at least five years prior to the bill’s enactment. Within those six years of conditional residency, DREAM Act beneficiaries must complete two years of college or serve two years in the military. Those who have met all terms within the allotted time would obtain permanent residency status.

Ricardo Sanchez, founder and chairman of the Latino/a Educational Achievement Project (LEAP), has done significant lobbying at the state level for the DREAM Act and 1079 students. Sanchez attributes part of the DREAM Act’s repeated legislative defeats to extreme partisanship and a “no compromise” attitude amongst some members of Congress.

President Obama renewed the political debate this past June after initiating the “Deferred Action for Childhood Arrivals” program. Deferred action incorporates elements of the DREAM Act, and offers two-year work permits to undocumented immigrant youth who meet certain criteria.

“Deferred action does not change immigration law, which is the job of Congress; it uses an administrative remedy called prosecutorial discretion that has been available to Homeland Security,” said Sanchez. “The difference is Obama ordered it to be used for individuals meeting certain conditions.”

Both deferred action and the DREAM Act have faced particular criticism from some political conservatives who perceive them as “amnesty programs” that reward illegal behavior.

“The President’s amnesty program is a magnet for fraud and abuse,” said U.S. House Judiciary Committee Chairman Lamar Smith in a public statement. “While potentially millions of illegal immigrants will be permitted to compete with American workers for scarce jobs, there seems to be little if any mechanism in place for vetting fraudulent applications and documentation submitted by illegal immigrants.”

This political polarization on immigration has heightened with the 2012 elections and presents a significant hurdle to 1079 students in Washington who would benefit from the DREAM act. In addition to the stipulation requiring two years of college, the DREAM Act proposes access to student loans and work-study for eligible undocumented immigrants. While they would not receive grants, the addition of loans and work-study access would bolster academic opportunities for Washington’s 1079 students.

Although deferred action offers no provisions for financial aid, HB 1079 supporters see the program as an opportunity to further advocate for 1079 financial aid at the state level. LEAP recently began the push for opening Washington State Need Grant eligibility to 1079 students.

For the 1079 students at Washington universities, that would mean the same consideration for the state need grant as the rest of their peers. At Washington State University, that comes roughly to an average of $6000 per eligible student. This would likely lead to less dependency on private scholarships and more students attending the university.

Pending the results of the 2012 elections, the future of the DREAM Act and 1079 aid remains up in the air. Support must come from both political parties in order for the DREAM Act and 1079 financial legislation to pass.

“Don’t lose hope,” said Sanchez when asked what advice he could offer to those waiting for the DREAM Act to pass. “Know that we are continuing to fight and one day, it will happen. I believe this. Just as it was inevitable that civil rights legislation would change the course of this country, I believe the righteousness as well as the educational and economic imperatives will eventually win out.”

Generating 1079 Awareness and Support: The Coalition

Marcella Pattinson smiles—the video is just one of many informational pieces assembled by the Washington State Educational Access Coalition to raise awareness of HB 1079.

THE COALITION

A crowd of 40 school district officials, community members, students and various Washington State University personnel met with Pattinson and co-presenter Martín García at WSU Vancouver on Sept. 11 to raise HB 1079 awareness.

While some of the public understands that HB 1079 allows eligible undocumented immigrants to pay Washington tuition rates, misinformation still surrounds the law. Many Washingtonians do not realize that, while 1079 students receive resident tuition rates, they do not receive state or federal aid. Pattinson and García hope to remedy these issues of misinformation.

Pattinson, a bilingual/multicultural financial aid counselor for WSU, and García, an assistant professor of Chicano studies and political science at Eastern Washington University, both came as representatives of the recently formed Washington State Educational Access Coalition (WSEAC).

Funded with a grant from College Spark—which supports programs helping low-income students prepare for college—WSEAC includes WSU, University of Washington, Eastern Washington University, Central Washington University, South Seattle Community College and the Latino Education Achievement Project.

Known informally as “the coalition,” WSEAC seeks to raise general awareness of HB 1079. The coalition develops reports to inform policymakers and generates information about statewide best practices at high schools and colleges.

Boiled down to a single sentence, the coalition serves as a network of support for 1079 students.

“The government passes laws like HB 1079, but it doesn’t always provide the resources to educate on legislation. 10 years later, the public is still largely unaware of what it means—that’s where we can help,” said García.

FOCUSING ON STUDENTS

Grounded in this idea, the WSU Vancouver workshop served as the debut training session from the coalition. The workshop angled towards those working in direct capacity with 1079 students. García and Pattinson delved into the history of the law, addressed common misconceptions, shared success stories of graduated 1079 students and provided guidelines for appropriately handling confidential situations with students.

The larger issue, always hovering just below the surface, remained the political implications HB 1079 presents for immigration. Although the coalition deals with an inherently politicized issue and conducts studies that will potentially shape public policy, the members avoid dredging up personal politics in order to maintain focus on the students.

“Some of us may have certain views about the issues of immigration, and that’s fine—we all have the right to our individual views about immigration. But for state employees, we all have a responsibility to serve the students,” said García. “In our world—the education world—there is no ‘legal’ or ‘illegal’ student. For our purposes, they are all students regardless of status.”

While García articulately presented a myriad of facts and legalities, Pattinson underscored the emotional aspects and drew on her experiences working with students at WSU’s financial aid department.

“We heard the voice of the 1079 students in focus groups, and one of the things we heard is that it’s hard for them to relate.” said Pattinson addressing the psychological barrier of isolation facing 1079 students. “Role models? They don’t have any—they are role models for themselves.”

Other barriers mentioned by Pattinson included lack of support before and after high school graduation and parental opposition. According to Pattinson, resources are often not available to 1079 students during high school. Some counselors may even unintentionally disseminate misinformation by warning undocumented immigrants that they cannot attend college. Complicating this issue, Pattinson explained that many immigrant parents are equally misinformed and discourage their children from applying to college due to fear of deportation.

“One of the biggest myths is that the federal government does not allow undocumented students to go to school, and that’s not the case. No federal law specifically prohibits it,” said Pattinson.

State laws do vary on the issue—which I will discuss more in-depth later in this blog series—but undocumented students in Washington cannot be deported for applying to college.

LOOKING FORWARD

One bright point of interest mentioned repeatedly during the training, remained President Obama’s deferred action program. A hot topic nationwide, the impact of deferred action warrants further discussion, which I will also cover later in this series. Essentially though, the program will offer many 1079 students in Washington the chance to apply for a temporary two-year work permit, provided they meet certain conditions.

For the coalition, deferred action comes as a welcome change that will influence the way the public perceives 1079 students and how undocumented immigrants view their own identity.

“Because of deferred action, students can feel at ease and breathe a little better. Otherwise, they’re still living in the shadows,” said García.

The coalition plans to host more sessions training community members and education professionals on proper protocol for helping 1079 students. Its work is expanding rapidly—fueled by ongoing legislation and public engagement with the topic.

Looking forward, groups like the coalition and programs such as deferred action, have the potential to generate a wave of further awareness and understanding. 1079 students may soon find enough strength in their own identity to step out from behind the blurred masks of anonymity and share their stories with the rest of the world.

News Update: The Coalition

This past Tuesday, I attended the Washington State Access for Education Coalition meeting  at WSU Vancouver. Known more commonly as the coalition, the session provided a wealth of information about 1079 students.

I also had the pleasure of talking with two prominent Coalition members, Marcella Pattinson and Martín García. Both were extremely knowledgeable and passionate concerning the issues facing 1079 students.

The coalition was funded with aid from College Sparks and looks to provide information on statewide practices involving HB 1079. Additionally, members of the Coalition hope to act as a support system for 1079 Students.

Expect to see an in-depth blog article (blarticle? arti-blog?) early next week exploring the coalition and the purpose of such meetings.

An Introduction to HB 1079

1079. For undocumented immigrants in Washington State colleges, the number “1079” holds great significance to their identity. Known to the public by a string of other terms, 1079 informs the way others perceive these students and influences the way these students view themselves.

Recognized officially as Washington State House Bill 1079, Gov. Gary Locke signed HB 1079 into law May 7, 2003. Still in effect nearly a decade later, the law enables undocumented immigrants who have lived in Washington State for three years to attend Washington colleges and universities at the resident tuition rate. Additionally, the students must have earned a high school diploma or equivalent.

While the law treats undocumented immigrants as residents for tuition purposes, all other resident rights—such as the right to work legally in the United States or the right to social security—do not apply. Perhaps more importantly, the law does not provide provisions for any form of federal or state financial aid for those pursing a college education under the shelter of HB 1079.

The passage of HB 1079 helped clear a major hurdle for undocumented immigrants seeking to attend college, but how can one pay for college—albeit at a state resident tuition rate—without the ability to legally work or apply for financial aid?

Known commonly to the public as “illegals” and to university personnel as “1079 students,” the students most affected by this law often attend school while seeking tuition funds through private scholarships and any employment they can secure. Just like many other college students, 1079 students must simultaneously maintain their academic studies while looking for tuition funding sources.

Yet, unlike state citizens and permanent residents, 1079 students cannot counterbalance out-of-pocket expenses with financial aid. They remain ineligible not only for the state grants, school commitment waivers and federal funding frequently bemoaned by some Americans as “freebies,” but also the equally bemoaned student loans. Subsidized, unsubsidized, parent-plus and even high-interest loans all fall into the financial aid “package”—a package completely off limits for all 1079 students.

With typical avenues for student funding hovering off in a visible but inaccessible realm, where does that leave 1079 students? This series of articles aims to explore this question and take a closer look at 1079 students in the Washington State University system. Through examining policies concerning 1079 students, gaging public awareness and scrutinizing ongoing media coverage, I hope this blog will provide a greater understanding of the challenges facing 1079 students. Thanks in part to interviews with students, faculty, university administrations and independent immigration specialists, these articles will offer a broad spectrum of perspectives on 1079 students in Washington State and Washington State University Vancouver in particular.

Further heightening the relevancy of the issues surrounding 1079 students, this year’s tightened immigration laws, elections and deferred action program give the issue a new urgency that demands attention. Other media sources have conducted investigations of their own, but too often political polarization hogs the spotlight and overshadows the facts and faces behind the issues.

Ultimately, this series will provide a comprehensive look at 1079 students attending Washington State University Vancouver. It will not though, dispute or support the legality of 1079 students’ presence in America. My purpose remains not to debate how 1079 students got here or when they arrived, but how Washington State plans to handle the issue now that it has admitted them as “resident” students into the university system. Through this lens of examination, we can hope to gain a fair and informed perception of the students known to the state only by the number 1079.
